This is part of USAID's Clean Cities, Blue Ocean program, which has developed its SCIL assessment tool to enable local governments to self-assess their current waste management capabilities. By pinpointing where capacity building is necessary to create and sustain more economically and environmentally sound waste management systems, a set of actionable recommendations can be established for more robust solid waste plans and systems.
