This document reports the Penang Solid Waste Management Project was launched at the beginning of 2006, to help the state implement a structured system of waste management that integrates sustainable and environmentally friendly methods of handling and disposing of solid waste. The study developed a model for dealing with the scale of solid waste forecast over the period 2005 to 2020 that addresses issues of public awareness and education, stakeholder consultation, capacity building, solid waste treatment technologies, institutional organization and implementation of a pilot project. It is suggested that the strategies recommended and the institutional structure proposed for Penang could be replicated by other states in Malaysia.
